Nationwide FLNAT to Assess Learner Progress in Foundational Literacy & Numeracy


The Department of School Education and Literacy (DoSEL) under the Ministry of Education, Government of India, is gearing up for the Foundational Literacy and Numeracy Assessment Test (FLNAT) on March 17th, 2024. This nationwide assessment, part of the ULLAS – Nav Bharat Saaksharta Karyakram, will involve nearly 37 lakh learners across 23 states.

Key Points:

  •  Assessment Focus: The FLNAT evaluates the foundational reading, writing, and numeracy skills of non-literate learners who have registered for the ULLAS program.
  • Test Format: Conducted in all districts of participating states, the FLNAT covers three subjects – Reading, Writing, and Numeracy – with each section carrying 50 marks for a total of 150 marks.
  • Multilingual Approach: Aligning with NEP 2020’s emphasis on multilingualism, the test will be administered in the regional languages of the learners, promoting linguistic diversity and fostering learning in the mother tongue.
  • Building on Progress: This is the third FLNAT, following two successful assessments in March and September 2023. The last FLNAT (September 24th, 2023) saw a participation of 17.39 lakh learners, with over 15.58 lakh receiving certification. To date, a total of 36.00 lakh learners have been certified.
  • Impactful Initiative: Some UTs like Chandigarh, Puducherry, Lakshadweep, and Goa are aiming for 100% literacy through FLNAT. The test serves as a crucial gauge for the effectiveness of ULLAS’ teaching-learning sessions.
  • Certification and Recognition: Learners who qualify will receive a certificate from the National Institute of Open Schooling (NIOS) acknowledging their achievement in acquiring foundational literacy and numeracy skills.
