New Language Law in Andorra Sparks Controversy! Learn What It Means for Foreign Residents!


Andorra, nestled between France and Spain, has recently passed a groundbreaking language law aimed at bolstering the position of Catalan, its official language. Let’s delve into what this means for the diverse population of this European microstate.

The Language Requirement:
The new law mandates a minimum proficiency in Catalan for foreign residents. With Catalan’s usage dwindling in recent years, this move seeks to preserve and promote the language’s cultural significance.

Implications for Foreign Residents:
Approximately half of Andorra’s 80,000 residents are Andorran nationals, while the rest are comprised of around 25,000 migrant workers, mainly from Spain and Latin America. For those renewing their residency permits, a language proficiency test in Catalan is now mandatory. Failure to pass will require participation in a 30-hour language course.

Enforcement and Penalties:
In certain cases where Catalan isn’t utilized in businesses or institutions, the law allows for fines to be imposed. This enforcement mechanism aims to ensure compliance with the language requirements and protect the linguistic heritage of Andorra.

However, not all are in favor of the new legislation. Andorra Endavant, a minor political party, opposes the law, labeling its penalties as extreme. Carine Montaner, the party’s leader, expresses concerns about the potential authoritarianism associated with language enforcement.
